Initial NFE Tier List
Ok, so this is a tier list for NFE pokemon. It is based on a lot of theorymon and nothing has been tested but this seems like a good starting place. I have been working on this with a youtuber and if pokemon are in OU they don't seem to be overpowering based on damage calcs. After some testing, if things seem centralizing they can be moved. This is all easily changable. Anyways, tell me what you guys think.

Just to clarify some stuff:
-Banned pokemon are ridiculously over powering even in OU (Wynaut has been banned because of it's ability and movepool). Phione and Scyther have possible counters in OU but will probably become centralizing.
-OU is essentially any pokemon with a good movepool, high stats, widely varried possibilities, and/or fill a niche the best.
-BL are UU pokemon that may have a place in OU. Abra and Gastly are probably too powerful for UU but are outclassed by their evolutions in OU. It is meant to be small so everything is in a usable tier.
-UU is pretty much anything that isn't too over powering but still has decent stats and movepool. It is pretty much a pool of what isn't OU but it seems pretty balanced.
-NU is basically any pokemon with severly hindering stats or movepool or have an evolution in UU already.

I personally think that anything which USED to have no evolution should be banned.
For instance, Tangela didn't have an evolution till D/P.
That'd cut, uhhh... Electabuzz, Gligar, Golbat, Magmar, Magneton, Misdreavus, Nosepass, Piloswine, Porygon, Rhydon, Seadra, Sneasel, Tangela, Yanma, Aipom, Lickitung, Murkrow, Onix and Togetic.
Do you notice that 14 out of nineteen of those are OU in this list? That's because they're all just miniature versions of their evolved selves, with minor differences.
Electabuzz, Magmar, Magneton, Murkrow, and Onix are pretty much faster versions of their evolved selves with otherwise lesser stats and similar, if not the same, movepools. Porygon is just a mini P2.
The only Pokemon that's arguably differnet here is Yanma, because of Compound Eyes, and even then, people would just take advantage of Speed Boost and make it a mini Yanmega (which, I'll note, also runs a Reversal set- check Smogon, even).
Electabuzz, Magmar, Magneton, and MAYBE Murkrow are the predicted major Scarfers, particularly revenge killing.
Gligar would mainly be Rocks set up and Baton Passing, like Gliscor.
Golbat could be a common lead for its high Spd, Flinch immunity, and access to Hypsosis and Taunt, just like Crobat.
Misdreavus really can't do much, but it could potentially spread Paralysis as a Sp.Wall and Pain Split off damage, perhaps finishing off with Sucker Punch or Shadow Sneak, besides probably being a popular TrickSpecs/Scarf user, or running WilloWisp to make up for its Def.
Nosepass could make a passable tank (though it's HP leaves something to be desired), and might be able to stand up to the likes of, say, ScarfTon and Metang and such, what with Magnet Pull and Earth Power.
Piloswine would be the Banded Wallbreaker/revenge killer that Mammoswine is now, just with smaller stats.
Porygon's a mini Porygon2 with Trace and tolerable defensive stats, not to mention Recover and a hefty Sp.Atk.
Rhydon's a mini Rhyperior, without the advantage of Solid Rock, and I wouldn't put it past him to Rock Polish up, though at max Spd with a Polish, it still doesn't outrun ScarfTon, and gets OHKO'd by Flash Cannon.
Seadra I can say is NOT in the same league as Kingdra by ANY stretch of the imagination. It's simply not bulky enough to DD up, and doesn't have the advantage of STAB'd Outrage, anyway, so it's forced to Specs at best, perhaps as a mixer with Surf/Hydro Pump and Waterfall, besides Ice Beam and maybe HP Electric and/or Signal Beam.
Sneasel is just a mini Weavile with the advantage of Inner Focus, making it a better lead, easily Subbing against weaker Fake Outs and such to setup for punishing Focus Punches.
Tangela is a mini Tangrowth.
I already discussed Yanma's variation of potential with Compound Eyes (Hypnosis, anyone?).
Aipom is a mini Ambipom with a crappier ability.
Lickitung is just a MUCH crappier Lickilicky with a lot less bulk, and no access to Explosion.
I'll revisit Murkrow to at least say that it doesn't need a Scarf to be useful, and doesn't really have the offensive stats to Scarf as well as Electabuzz or Magmar, anyway, but could still do well as a mixer, Super Luck + Air Cutter + Scope Lens potentially being a very powerful combination. Besides that, it can get Heat Wave, and STAB'd Dark Pulse and/or Sucker Punch.
Onix is a faster Steelix with less defensive capabilities, and not enough Atk to run Rock Polish effectively, as Nick noted to me earlier.
Togetic could potentially play different from Togekiss, being more defensive, but how, I'm not entirely sure. I still see it running a ParaFlinch set- if Hustle worked with Sp.Atks, I'd run Magical Leaf, Shock Wave, etc... It can Focus Punch, though, so that might have merit with Hustle.

First off, I want to thank you for your input. I've been looking for something like this for a long time. =3
I agree that those pokemon are strong but all of the OUs have some sort of ridiculously over powering advantages. Which I think balances out through the entire tier. I'm not saying that it is perfect as it is but it seems like everything has a couple counters in one way or another.
Out right cutting 14 pokemon seems like it would be dropping a lot in my opinion. These "powerhouse" NFEs are all grouped together already so I don't really see the problem. More things could be moved to BL from lower-class OU and upper-class UU to act as a pseudo-OU without the overly powered OUs. Just an idea.
I don't really see the difference when comparing this list to standard OU. Legends are a lot like these over powering NFEs but they function fine as a group in standard OU. I just don't want anything to be cut before it has been tested a bit.
If we could get a group of people (the tutors and level 5 students from the tutor program maybe?) to make NFE teams on shoddy to test out what is broken and what isn't in just OU then we can start getting some solid results.
