Hmm well i waslways wanted to make one of these lol so all i know is a need an abomosnow cause he sets a permant hail and ya i could use any help i could get a little later tonight ill post what i have done so far sooo ya : D.

well my hail team kicks butt and i know a good one when i see it
abamasnow is a good start because once it goes in, even if it faints the hail stays unless someone uses a different field move
tentacruel can be hurt by hail so dont go with that
look around for some ice pokemon that benefit from hail

Leftovers/Black Sludge cancels out the effects of Hail rocco.
I'd really like to help you out CarniE but I fail at themed teams. I do know that Wailren with Ice Body (I think that's what it's called) with Curse and max SpD EVs and HP is ridiculous. DD Lapras in Hail is powerful. Froslass get an evasion boost with Hail and can be a great sweeper (plus defends your Fighting weakness).
I don't really know what to tell you but if you get 6 pokemon together I can tell you weaknesses that I see in it and suggest how to help out.
